-दावा सस्ते कनेक्शन का, हकीकत में जेब काट रहा विभाग-

लखनऊ । उत्तर प्रदेश में नए बिजली कनेक्शन के नाम पर इन दिनों ‘सफेदपोश लूट’ का खेल चल रहा है। एक तरफ सरकार और विभाग ‘कॉस्ट डाटा बुक-2025’ का हवाला देकर कह रहे हैं कि नया कनेक्शन कौड़ियों के दाम मिलेगा, वहीं दूसरी ओर विभाग की ऑनलाइन बिलिंग मशीन उपभोक्ताओं को ‘440 वोल्ट का झटका’ दे रही है।
कागजों में राहत, हकीकत में आफत
मध्यांचल विद्युत वितरण निगम (MVVNL) द्वारा दिया गया नया विद्युत कनेक्शन विभाग की पोल खोल रहा है। 3 किलोवाट के डोमेस्टिक कनेक्शन के लिए सरकार ने जिस खर्च को ₹2800-₹4000 के बीच बताया था, विभाग ने उसके लिए उपभोक्ता से सीधे ₹8,408 वसूल लिए। इसमें सबसे बड़ा खेल ‘Other Estimate Charges’ के नाम पर किया गया है, जहाँ चुपके से ₹3,500 जोड़ दिए गए।
300 मीटर की छूट ‘ऊँट के मुँह में जीरा’
विभाग ने ढोल पीटा था कि 300 मीटर तक कोई एस्टीमेट नहीं बनेगा। लेकिन इसका सबसे बुरा असर उन लोगों पर पड़ा है जिनका खंभा घर के ठीक सामने (20-40 मीटर) है। विभाग अब उनसे भी ‘औसत एस्टीमेट’ के नाम पर भारी रकम वसूल रहा है।
सवाल ?
अगर खंभा पास है और केबल कम लगनी है, तो उपभोक्ता ₹3500 अतिरिक्त क्यों दे?
हकीकत
विभाग ने एस्टीमेट तो खत्म किया, लेकिन वसूली का ‘शॉर्टकट’ ढूंढ लिया।
लूट का गणित से समझें विभाग की चालाकी
स्मार्ट मीटर का झांसा, कहा गया मीटर सस्ता हुआ, पर बिल में ₹2,800 मीटर कॉस्ट दिखाई गई।अदर एस्टीमेट चार्ज’ के नाम पर ₹3,500 की ऐसी वसूली जिसका कोई ठोस आधार नहीं।
लाइन चार्ज का तड़का
दूरी कम होने के बावजूद ₹908 का लाइन चार्ज अलग से।कुल वसूली ₹8,408 (जो कि सरकारी दावे से लगभग 3 गुना अधिक है)।
आम आदमी की पीड़ा 😔😔
कनेक्शन लें या गहने गिरवी रखें ?
एक तरफ महंगाई की मार है, दूसरी तरफ बिजली विभाग ने नए कनेक्शन को ‘लक्जरी’ बना दिया है। उपभोक्ता जब दफ्तर जाते हैं तो उन्हें ‘सिस्टम’ का हवाला देकर टाल दिया जाता है। ऑनलाइन पोर्टल ‘झटपट’ के नाम पर वसूली तो ‘झटपट’ कर रहा है, लेकिन राहत देने के मामले में विभाग पूरी तरह ‘सुस्त’ है।अगर विभाग की यही कार्यशैली रही, तो ‘सस्ता बिजली कनेक्शन’ केवल अखबारों की सुर्खियों तक सीमित रह जाएगा।

क्या यह कॉस्ट डाटा बुक उपभोक्ताओं को राहत देने के लिए आई है या विभाग का खजाना भरने के लिए?
