लखनऊ। कूटरचित दस्तावेज के माध्यम से अपात्र व्यक्तियों का आयुष्मान कार्ड बनाने वाले गिरोह के मास्टर माइंड सहित दो लोगों को एसटीएफ ने नवाबगंज प्रयागराज से गिरफ्तार किया है। आरोपियों के पास से भारी मात्रा में कूटरचित आयुष्मान कार्ड से संबंधित दस्तावेज बरामद हुए हैं। एसटीएफ के मुताबिक कूटरचित आयुष्मान कार्ड के माध्यम से अपात्र लोगों द्वारा इलाज कराकर सरकार के राजस्व को क्षति पहुंचायी गयी है। गिरोह के अन्य सदस्यों की गिरफ्तारी के प्रयास किये जा रहे हैं।
एसटीएफ ने आरोपियों को प्रयागराज से दबोचा
एसटीएफ के एडीजी अमिताभ यश के मुताबिक काफी समय से कूटरचित दस्तावेजों के माध्यम से अपात्र व्यक्तियों का कूटरचित आयुष्मान कार्ड बनाये जाने की सूचना मिल रही थी।
मामले में तफ्तीश के दौरान मुखबिर से सूचना मिली कि गिरोह के सदस्य नवाबगंज बाइपास ब्रिज के नीचे थाना क्षेत्र नवाबगंज प्रयागराज में मौजूद है। इस सूचना पर एसटीएफ टीम ने घेराबंदी करते हुए आरोपियों को दबोच लिया। गिरफ्तार आरोपियों की पहचान अमित पाण्डेय व बृजभुवन पटेल निवासीगण प्रयागराज के रूप में हुई है। आरोपियों के पास से 84 कूटरचित आयुष्मान कार्ड , 112 वर्क कूटरचित आयुष्मान कार्ड से सम्बन्धित डेटा, 284 वर्क फर्जी आयुष्मान कार्ड से सम्बन्धित व्हाट्सएप चैटिंग के स्कीनशॅाट, एक आईडी कार्ड प्रार्ची हास्पिटल प्रयागराज व 690 रुपये की नकदी समेत अन्य दस्तावेज बरामद हुए हैं।
बिहार का रहने वाला मास्टर माइंड बना रहा था कार्ड
गिरफ्तार आरोपी अमित पाण्डेय ने पूछताछ में बताया कि उसने सीएससी का लाइसेंस ले रखा है। जिसके तहत उसे आयुष्मान कार्ड बनाने की आईडी मिली हुई है। 2021-22 में अपनी आईडी से पात्र लोगों के आयुष्मान कार्ड बनाये। वर्ष-2022 में सीएससी आईडी बंद हो गयी। इसके बाद वह लोगों के आयुष्मान कार्ड फर्जी तरीके से बेनीफि शरी के माध्यम से बनाता था। वर्ष-2024 मे फेसबुक ग्रुप के माध्यम से वह सुनित मंडल निवासी पटना बिहार से जुड़ गया। सुनित ने अपात्र व्यक्ति का आयुष्मान कार्ड 3500-5000 रुपये में बनवाने का दावा किया। जिसके बाद वह अपने मामा के दोस्त संदीप पाण्डेय, बृजभुवन पटेल आदि के माध्यम से आयुष्मान कार्ड से जुड़े हास्पिटल के कुछ लोगों से सम्पर्क कर अपात्र व्यक्ति आयुष्मान कार्ड 12000-15000 लेकर बनवाना शुरू कर दिया।
ऐसे बनाता था आयुष्मान कार्ड
आरोपी ने बताया कि जिन अपात्र लोगों के कूटरचित आयुष्मान कार्ड बनाना होता है उनके आधार कार्ड, फैमिली आईडी व जिले का नाम सुनित मंडल को व्ह्टसएप कर देता था। सुनित मण्डल उसको दूसरे की फैमिली में एड करके उसका आयुष्मान कार्ड तैयार करता है।
जिसका आयुष्मान कार्ड बनना होता है उसके आधार कार्ड से लिंक मोबाइल नम्बर पर ओटीपी आती है, उस ओटीपी को सूमित मण्डल को बता देता था। वहीं दूसरी ओटीपी फैमिली के मुखिया के मोबाइल नम्बर पर जाती है। दूसरी ओटीपी सुनित कैसे प्राप्त करता है इसकी मुझे जानकारी नहीं है। सुमित एक से दो दिन के अन्दर कूटरचित आयुष्मान कार्ड बनाकर मुझे भेज दिया जाता है। कूटरचित आयुष्मान कार्ड बनवाने के एवज वह सुनित मंडल को प्रत्येक कार्ड के हिसाब से 3500-5000 यूपीआई के माध्यम से देता था। आरोपी ने बताया कि अब तक सुनित मंडल के माध्यम से लगभग 200 फर्जी आयुष्मान कार्ड बनवाये हैं।
अस्पताल कर्मियों की मिलीभगत से हो रहा था खेल
गिरफ्तार आरोपी बृजभुवन ने पूछताछ में बताया कि अमित पाण्डेय के कहने पर हम लोग कूटरचित आयुष्मान कार्ड बनाने के लिए अपात्र व्यक्तियों के आधार कार्ड और प्रति व्यक्ति 12000 रुपये लेते हैं। जिसके एवज में अमित हम लोगों को कमीशन के रूप में रुपये देता है। गिरफ्तार आरोपियों का कहना है कि अस्पताल कर्मचारियों की मदद से आयुष्मान कार्ड भी बनवाया जाता था। जिसमें उन्हें कमीशन भी दिया जाता था।
